Mobile Content Delivery systems are becoming more popular with the increasing capacity demand by mobile subscribers. In order to reduce the total outgoing traffic a Content Delivery System for Mobile Operators (mCSDN) was proposed. The strength of the proposed system inspired by the idea of using Device-to-Device Communication (D2D), and Software Defined Networks (SDN) based middleware as the orchestrator of mobile device management and content locating. The approach of the study is assumed to be ``using the content from the node as close as possible to the mobile user{''}. The video used in the proposed system is coded by using Multiple Descriptor Coding (MD-FEC). The numerical simulations and analysis show that the capacity to be provided by the proposed model outperforms the current state of the art. The system also improves the quality of the service (QoS) while reducing the power consumption.
